Operator Programu „Zdrowie”, którym jest Ministerstwo Zdrowia prowadzi szereg działań zmierzających do zmniejszenia społecznych nierówności w zdrowiu. W ramach Funduszu Współpracy Dwustronnej (FWD) resort wspiera również rozwój inicjatyw bilateralnych oraz wymianę dobrych praktyk pomiędzy partnerami z Polski i Norwegii. Rozwój takich partnerstw ułatwia beneficjentom, podmiotom z Norwegii i organizacjom międzynarodowym tworzenie sieci, wymianę, dzielenie się i przekazywanie wiedzy, technologii, doświadczeń.
Kwotę dofinansowania Funduszu Współpracy Dwustronnej (FWD) jaką otrzymała Polska na działania realizowane w ramach FWD wynosi 300 000 EUR i stanowi 100% całkowitych kosztów kwalifikowalnych, w podziale na 50,85 % finansowania z Norweskiego Mechanizmu Finansowego oraz 49,15% finansowania z Mechanizmu Finansowego Europejskiego Obszaru Gospodarczego na lata 2014-2021.
22 marca 2021 r. do Operatora Programu „Zdrowie” wpłynęły dwa wnioski aplikacyjne dot. inicjatyw predefiniowanych finansowanych ze środków FWD. W związku z powyższym Operator Programu powołał Zespół Oceny Inicjatyw Predefiniowanych, którego zadaniem jest ocena formalno-merytoryczna dwóch inicjatyw:
- „Najlepsze praktyki w wyrównywaniu społecznych nierówności w zdrowiu w polskich powiatach” - realizacja inicjatywy prowadzona będzie przez NIZP-PZH w partnerstwie z Norweskim Dyrektoriatem ds. Zdrowia;
- „Zmniejszenie dysproporcji zdrowotnych w programach szczepień i racjonalnym stosowaniu antybiotyków w ambulatoryjnej opiece zdrowotnej w Polsce” – realizacja inicjatywy prowadzona będzie przez Fundację Instytut Profilaktyki Zakażeń w partnerstwie z Norweskim Dyrektoriatem ds. Zdrowia oraz Norweskim Instytutem ds. Zdrowia Publicznego.
Po zakończeniu oceny wniosków aplikacyjnych zostaną podpisane z Wnioskodawcami umowy o finansowanie inicjatyw, na których podstawie zostaną przekazane środki finansowe na realizację zaplanowanych działań.
Kolejne szczegóły dot. obu inicjatyw zostaną przekazane po zakończeniu procesu oceny.

The ongoing evaluation of the pre-defined initiatives under the Fund for Bilateral Relations from the EEA Grants 2014-2021 and Norway Grants 2014-2021
The Programme Operator for the "Health" Programme, which is the Ministry of Health, carries out a number of activities aimed at reducing social inequalities in health. As part of the Fund for Bilateral Relations (FBR), the Ministry also supports the development of bilateral initiatives and the exchange of good practices between partners from Poland and Norway. The development of such partnerships makes it easier for beneficiaries, entities from Norway and international organizations to create networks, exchange, share and transfer knowledge, technology and experience.
The amount of financing from the Fund for Bilateral Relations that Poland received for implementation of activities is EUR 300,000 and represents 100% of the total eligible costs, divided into 50.85% funding from the Norwegian Financial Mechanism and 49.15% funding from the Financial Mechanism European Economic Area for 2014-2021.
On March 22, 2021, the Programme Operator for the "Health" Programme received two applications for pre-defined initiatives to be financed by the Fund for Bilateral Relations. The Programme Operator appointed the Pre-Defined Initiatives Assessment Team, whose task is the formal and substantive assessment of the two initiatives:
- "The best practices in health inequalities tackling in Polish poviats" - the initiative will be carried out by the National Institute of Public Health – National Institute of Hygiene in partnership with the Norwegian Directorate of Health;
- "Reducing health disparity in immunization programs and prudent use of antibiotics in polish outpatient health care" – the initiative will be carried out by the Foundation Institute of Infection Prevention in partnership with the Norwegian Directorate of Health and the Norwegian Institute of Public Health.
After the evaluation is completed, agreements for initiatives financing will be signed with Applicants. On this basis the funds will be transferred for the implementation of planned activities.
Further details on both initiatives will be provided after the completion of the evaluation process.
